CLI can now write to the registry

envarly import <file> — apply a previously exported .json/.reg file, merge or replace
envarly set <NAME> <VALUE> / envarly delete <NAME> — single-variable writes, handy for scripts
Every write command is dry-run by default and only touches the registry when you pass --apply
Unlike setx, these broadcast the change to already-running processes immediately, so you don't need to log off and back on to see it
